Does anyone know of a tour operator in the Maldives that specializes in setting up surf tours for large groups?

Google it... If you are interested in a resort for surfers though, I would look at Chaaya Island Dhonveli resort for their excellent wave - Pasta Point. If you are more interested in liveaboard travel, then google it, theres plenty of operators, and they all have pretty much the same ships and prices.

Get a liveaboard vessel. There are boars which does 8-10 surfers, and you can explore the different spots.

Nooraanee2 is a small liveaboard with 6 bedrooms (airconditioned) and has attached toilets. You can get a customised itinerary and exclusive charter for the group.
