Is the population growth rate positive or negative?

Right now in the Maldives the population growth rate is negative; meaning that the population is not increasing, yet it could be decreasing but very slowly. Yet this could be very good since there is a major overpopulation problem in the world. Tourism is growing though and many more people are going to the islands now than let’s say 5 years ago.
